The newly-elected Social Credit government's announcement in January, 1976 that it would increase ICBC rates for auto insurance by 2X to 3X existing rates, and eliminate provisions that kept rates down for young drivers, sparked opposition throughout the province, beginning with regional protests and followed by a huge march and rally at the Legislature February 13 and a Lower Mainland protest that filled the PNE Agrodome February 1. Pat McGeer was the provincial cabinet minister responsible for ICBC. Photograph shows Harry Rankin speaking.
