Summary: Contains interview between Honourable Frank Oliver, Minister of the Interior, and Peter Verigin, 1859-1924, as well as interviews between Oliver and Doukhobor representatives. Also contains a memorandum from the Minister of the Interior, a circular addressed to the Doukhobors from the Canadian government, petitions to Oliver from the Doukhobors, letters from Oliver to the Doukhobors, and the final report of the commissioner to Oliver.,Government asserts that land must be cultivated individually, for own benefit, and that Doukhobors must become citizens of Canada. States that Doukhobors have not carried out their part of the agreement by which the government permitted them to come to Canada.,Doukhobors argue that they do cultivate the land, and that they cannot swear allegiance to any country, because Christ forbids the taking of oaths. Allege that government has changed its agreement, and that they would not have come to Canada had they known that they would have to fulfil these requirements.
