This report is formulated on the basis of the study on IAS issue carried out by the former BWG and especially a recently held Workshop on China's Eco-security and IAS Control Strategies and Action.

This report presents a summary of the first meeting of the third phase of the China Council for International Cooperation on Environment and Development, including Working Group reports, recommendations and general debate on key issues and the establishment of task forces.
