This report has been written on the basis of the discussion of three background reports presented by the Chinese experts. Considerable attention was given during the discussion to financial guarantees and international cooperation. The report also provides an evaluation of the present state of the monitoring system, the decision support system and the environmental indicator system. it then lists the preliminary recommendations and gives a future work plan.

This document is the Summary Record of the Second Session of the Council was prepared for the Canadian Support Office by Ms. Alison Nankivell on the basis of more detailed notes recorded during the Council's Second Session. The Summary Record represent the Canadian Support Office's interpretation of the discussions and not necessarily the views of all the participants.

This report outlines the Monitoring and Information Collection Expert Group (referred below as Expert Group) activates with support and direction from CCICED, National Environmental Protection Agency of China (NEPA) and experts both at home and abroad.
