Co-management program of DFO has changed as they recently acknowledged the ownership as well as rights and access of First Nations to all resources inluding fisheries. Doctrine of priorities includes conservation as first priority, food, social and ceremonial fisheries as second, commercial fisheries as third and sport fishing as last priority.

The Gladstone brothers were charged with black marketeering of herring roe and fought in court for 9 years. Finally the Supreme Court acknowledged an unbroken line of trade prior to BC joining the confederation and recognized the commercial aboriginal fishing right to harvest and sell herring roe.
