The CCICED Task Force on Environmental Governance assembled a group of environmental policy experts and academics from China, Germany, the Netherlands, Japan, and the United States to examine means for developing more effective environmental governance strategies for China. The Task Force surveyed the status of environmental governance in China and across East Asia, the European Union, Japan, and the United States to form the basis for the recommendations in this report.

This 2014 issue paper discusses China at a crossroads, which provides a tipping or turning point on key environment and development issues and the opportunity it presents. It also outlines how this past year will likely be viewed as one of the most transformative periods of China's policy change, for instance, CCICED's work related to institutional innovation and other changes needed to accelerate movement towards Ecological Civilization and Green Development.

This summary record outlines the Secretary General's progress report and work plan, draft policy recommendations, keynote address by Chairperson Zhang Gaoli, and task force and policy research reports.
