This report discusses the main policy recommendaitons from the task force report on a green transition process in China. Key recommendations in this report include reducing China's tendency to over-invest in physical industrial capacity with its associated excessive energy consumption and air pollution, rebalance the investment-consumption structure (e.g., fiscal and financial sector reforms), measures to address income distribution, and strengthening the social safety nets. As well, it argues that not only are green buildings critical for managing future energy consumption growth and reducing pollution (i.e., green finance,) but that broader reforms are needed to ensure the financial system actively facilitates the "Green Transition" and adoption of a "National Quantity Target Control" system to control energy consumption.
