In this report, the Working Group on Scientific Research, Technological Development and Training recommends that the utilization of coal consumption must be broken down into the industrial use sector, thermal power generation sector, and residential sector.

This document is the findings from the Working Group on Resource Accounting and Pricing Policy research on current natural resource pricing in China, and recommendations on policy reforms which meet the multiple objectives of economic efficiency, social equity, and sustainability.
